ABSCHLUSSERKLÄRUNG

Wir, die 305 Delegierten, die 28 Länder und 108 Freundschaftsvereine, politische

Parteien, regionale Vereinigungen, Parlamente, Intellektuelle, Sozial-, Jugend-,

Frauen- und Friedensorganisationen, in Europa lebende Kubaner,

Nichtregierungsorganisationen u.a. vertreten, die am XIX Europäischen

Kontinentaltreffen der Solidarität mit Kuba Kontinentaltreffen der Solidarität mit Kuba,

das am 23. und 24. November 2024 in Paris, Frankreich, stattfinden wird.

Sie blicken auf eine lange Geschichte der Solidarität angesichts der imperialistischen

Aggressivität der US-Regierung gegenüber unseren kubanischen Brüdern zurück, sind treue

Verfechter der gerechten Sache und davon überzeugt, dass die Stimme Kubas,

Leuchtturm und Wegweiser für alle Völker der Welt, niemals zum Schweigen

Gebracht werden kann:

 

1. Wir bekräftigen unsere bedingungslose Unterstützung für die kubanische

Revolution und das kubanische Volk in seinem legitimen Recht, seine

Souveränität und Unabhängigkeit beim Aufbau des sozialistischen

Gesellschaftsprojekts auszuüben, das von der Mehrheit des kubanischen Volkes

gewählt und unterstützt wird.

 

2. Wir werden den Kampf für die vollständige und bedingungslose Aufhebung der

ungerechten Politik der Wirtschafts-, Finanz- und Handelsblockade intensivieren,

die die wirtschaftliche und soziale Entwicklung Kubas behindert und dem

kubanischen Volk Not und Leid bringt.

 

3. Wir lehnen die Aufnahme Kubas in die ungerechte Liste der Länder ab, die

angeblich den Terrorismus sponsern, die einseitig von den USA erstellt wurde

und deren Zweck nichts anderes ist, als die kubanische Wirtschaft zu ersticken

und die kommerziellen und finanziellen Möglichkeiten der kubanischen

Regierung mit dem Rest der Welt zu beschränken. Wir erkennen an, dass Kuba

seit Beginn der Revolution ein Opfer des Terrorismus ist und gleichzeitig ein

weltweit anerkannter Garant des Friedens.

 

4. Wir werden uns dafür einsetzen, dass das Urteil des Internationalen Tribunals

gegen die Blockade, das im November 2023 im Europäischen Parlament in

Brüssel stattfinden wird, in allen möglichen Bereichen verbreitet und genutzt

wird, da wir wissen, dass es ein wertvolles Rechtsinstrument für unseren

gemeinsamen Kampf darstellt.

 

5. Wir verurteilen den gnadenlosen Medienkrieg, der von den Mainstream-Medien

gegen die kubanische Revolution inszeniert wird, wie er sich in der Manipulation

von Informationen, der Doppelmoral, der Dämonisierung ihrer Führer, dem

Schweigen über die sozialen Errungenschaften und Beispiele

internationalistischer Solidarität, die Kuba der Welt bietet, und der Zensur der

von der Bewegung der Solidarität mit Kuba durchgeführten Aktionen zeigt.

 

6. Wir werden unsere materielle Solidarität stärken, indem wir Projekte der

solidarischen Zusammenarbeit finanzieren und umsetzen, nationale und/oder

regionale Kampagnen durchführen und Spenden schicken, um zur

sozioökonomischen und territorialen Entwicklung Kubas beizutragen.

 

7. Wir fordern ein Ende der Finanzierung in Millionenhöhe, die der US-Kongress

Jahr für Jahr für Programme der politischen Einmischung, der internen

Subversion und der Destabilisierungsmaßnahmen auf der Insel bewilligt.

 

8. Wir fordern die sofortige Rückgabe des rechtswidrig besetzten Gebiets des

Marinestützpunkts Guantanamo an Kuba, einer Enklave, die sich die USRegierung

seit über hundert Jahren gegen den Willen der kubanischen

Regierung und des kubanischen Volkes angeeignet hat. Sie ist zu einem

Gefängnis und Folterzentrum geworden, in dem die Gefangenen unter eklatanter

Verletzung des humanitären Völkerrechts erniedrigend und grausam behandelt

werden.

 

9. Wir fordern die Verteidigung der Friedenskultur als Grundlage der Zivilisation

und rufen nachdrücklich dazu auf, die in Europa und anderen Regionen der Welt

entstandenen Konflikte sowie die unhaltbare Situation im Nahen Osten mit

friedlichen Mitteln, diplomatischen Verhandlungen und der Geltung des

Völkerrechts und der Achtung des Lebens aller Menschen zu überwinden.

10. Wir fordern die Europäische Union auf, die wahren Interessen der Völker

Europas gegenüber Kuba zu vertreten und sich von der Einmischungspolitik der

US-Regierungen gegenüber der Insel zu distanzieren sowie die Bedingungen zu

beseitigen, die die Normalisierung der Kooperationsbeziehungen mit Kuba

behindern, deren Grundlagen in dem zwischen der Europäischen Union und

Kuba unterzeichneten Abkommen über politischen Dialog und Zusammenarbeit

enthalten sind.

 

11. Wir bekräftigen die Notwendigkeit, den Aufbau der antiimperialistischen Einheit

aller politischen Kräfte, sozialen Bewegungen und Organisationen der

Freundschaft mit Kuba in Europa in Abstimmung mit der weltweiten

Solidaritätsbewegung voranzutreiben, basierend auf der Achtung der Pluralität

und Vielfalt, die sie kennzeichnet.

 

12. Wir verpflichten uns zur weiteren Konsolidierung und Koordinierung von

Solidaritätsaktionen zwischen den verschiedenen europäischen Organisationen

und und dem ICAP, sowie die Einbeziehung der neuen Generationen und anderer politischer

und sozialer Akteure, die ihre Stimme für Kuba erheben können.

 

13. Wir lehnen den Vormarsch der extremen Rechten in Europa ab, der durch die

Umsetzung einer autoritären, reaktionären und patriarchalischen Politik

begünstigt wird, die soziale Rechte beseitigt und das Leben von Millionen von

Menschen in der gesamten Region unsicherer gemacht hat.

 

14. Wir werden dem Erbe von Martí, Fidel, Che und anderen Helden treu bleiben

und ihr Denken und ihre Beiträge zur kubanischen Souveränität und zum

Sozialismus verbreiten.

 

15. Wir rufen zum 20. Europäischen Solidaritätstreffen mit Kuba auf, das 2026 in der

Türkei stattfinden soll, wo wir erneut neue Wege beschreiten werden, um

unseren Kampf zur Verteidigung Kubas fortzusetzen.

Lasst uns nach dem Beispiel der kubanischen Revolution eine breite

antiimperialistische Einheit aufbauen, um Widerstand zu leisten, etwas zu schaffen

und die Widrigkeiten zu überwinden, der einzige Weg, der unsere Träume von einer

besseren, möglichen und notwendigen Welt wahr werden lässt!

DECLARACIÓN FINAL

 Nosotros, los 305 delegados representantes de 28 países y 108 Asociaciones de Amistad, partidos políticos, articulaciones regionales, parlamentos,  intelectuales, organizaciones sociales, juveniles, feministas, de paz, cubanos residentes en Europa, ONGs, entre otras, presentes en el XIX Encuentro Continental Europeo de Solidaridad con Cuba, realizado los días 23 y 24 de noviembre de 2024 en París, Francia, poseedores de un largo historial de solidaridad frente a la agresividad imperialista del gobierno estadounidense contra nuestros hermanos cubanos, fieles defensores de las causas justas y convencidos de que no se podrá nunca silenciar la voz de Cuba, faro y guía de todos los pueblos del mundo:

 

1. Ratificamos nuestro incondicional apoyo a la Revolución Cubana y al pueblo cubano en su legítimo derecho a ejercer su soberanía e independencia en la construcción del proyecto social socialista escogido y apoyado por la mayoría del pueblo cubano.

 

2. Intensificaremos la lucha por el levantamiento total e incondicional de la injusta política de bloqueo económico, financiero y comercial que frena el desarrollo económico y social de Cuba y genera carencias y sufrimientos a su pueblo.

 

3. Rechazamos la inclusión de Cuba en la injusta lista de países supuestamente patrocinadores del terrorismo, creada de manera unilateral por los EEUU y cuya finalidad no es otra que asfixiar la economía cubana, limitando las posibilidades comerciales y financieras del gobierno cubano con el resto del mundo. Reconocemos que Cuba ha sido víctima del terrorismo desde el inicio de la Revolución y al mismo tiempo es un garante de la paz, reconocido mundialmente.

 

4. Trabajaremos en la difusión y utilización, en todos los ámbitos posibles, del veredicto emitido en el Tribunal Internacional contra el Bloqueo, celebrado en noviembre de 2023 en el Parlamento Europeo en Bruselas, sabiendo que representa un instrumento legal valioso para nuestra lucha común.

 

5. Denunciamos la guerra mediática despiadada orquestada por los grandes medios de comunicación contra la Revolución cubana, evidenciada en la manipulación informativa, el doble rasero, la demonización de sus líderes, el silencio sobre los logros sociales alcanzados y los ejemplos de solidaridad internacionalista que Cuba ofrece al mundo y la censura a las acciones realizadas por el movimiento de solidaridad con Cuba.

 

6. Afianzaremos nuestra solidaridad material a través del financiamiento y ejecución de proyectos de cooperación solidaria, la realización de campañas nacionales y/o regionales y el envío de donaciones para coadyuvar al desarrollo socioeconómico y territorial de Cuba.

 

7. Exigimos el cese del financiamiento millonario que año tras año aprueba el Congreso de los EEUU para programas de injerencia política, subversión interna y acciones de desestabilización en la Isla.

 

8. Demandamos la devolución inmediata a Cuba del territorio ilegalmente ocupado por la Base Naval en Guantánamo, enclave que el gobierno estadounidense usurpa desde hace más de cien años en contra de la voluntad del gobierno y pueblo cubano. Se ha convertido en una prisión y centro de tortura, donde se somete a tratos degradantes y crueles a detenidos, en franca violación del Derecho Internacional Humanitario.

 

9. Reivindicamos la defensa de la cultura de paz como fundamento de la civilización y hacemos un firme llamado para que los conflictos generados en Europa y otras regiones del mundo, así como la insostenible situación en el Oriente Medio sean superados por medios pacíficos, negociaciones diplomáticas y la prevalencia del derecho internacional y el respeto a la vida de todos los seres humanos. ¡¡Cese al fuego YA!!

 

10. Instamos a la Unión Europea a representar los verdaderos intereses de los pueblos de Europa en relación con Cuba y a desmarcarse de la política injerencista de las administraciones estadounidenses contra la isla; así como a eliminar los condicionamientos que obstaculizan la normalización de las relaciones de colaboración con Cuba, cuyos basamentos están contenidos en el Acuerdo de Diálogo Político y Cooperación firmado entre la Unión Europea y Cuba.

 

11. Reiteramos la necesidad de avanzar en la construcción de la unidad antimperialista de todas las fuerzas políticas, movimientos sociales y organizaciones de amistad con Cuba en Europa, en coordinación con el movimiento de solidaridad mundial, teniendo como base el respeto a la pluralidad y la diversidad que las caracteriza.

 

12. Nos comprometemos a una mayor consolidación y coordinación de las acciones solidarias entre las diferentes organizaciones europeas y con el ICAP, así como a incorporar a las nuevas generaciones y otros actores políticos y sociales que pueden levantar su voz por Cuba.

 

13. Rechazamos el avance de la extrema derecha en Europa, facilitada por la implementación de políticas autoritarias, reaccionarias, y patriarcales que han eliminados derechos sociales y precarizado la vida de millones de personas en toda la región.

 

14. Seguiremos siendo fieles al legado de Martí, Fidel, el Che y otros próceres y divulgaremos su pensamiento y aportes a la soberanía y al socialismo cubano.

 

15. Convocamos a la realización del XX Encuentro Europeo de Solidaridad con Cuba, a realizarse en el año 2026 en Turquía, donde una vez nos trazaremos nuevas rutas para continuar nuestra batalla en defensa de Cuba.

 

¡Con el ejemplo de la Revolución cubana, construyamos una amplia unidad antimperialista para resistir, crear y vencer las adversidades, único camino que hará realidad nuestros sueños por alcanzar un mundo mejor, posible y necesario!

FINAL DECLARATION

We, the 305 delegates representing 28 countries and 108 Friendship Associations, political parties, regional articulations, parliaments, intellectuals, social, youth, feminist and peace organizations, Cuban residents in Europe, NGOs, among others, present at the XIX European Continental Meeting of Solidarity with Cuba, having a long history of solidarity in the face of the imperialist aggressiveness of the U.S.A government against our Cuban brothers, being faithful defenders of just causes and convinced that the voice of Cuba, beacon and guide of all the peoples of the world, can never be silenced:

 

1. We ratify our unconditional support for the Cuban Revolution and the Cuban people in their legitimate right to exercise their sovereignty and independence in the construction of the socialist social project chosen and supported by the majority of the Cuban people.

 

2. We will intensify the struggle for the total and unconditional lifting of the unjust policy of economic, financial and commercial blockade that hinders the economic and social development of Cuba and generates shortages and suffering for its people.

 

3. We reject the inclusion of Cuba in the unjust list of countries sponsors of terrorism, created unilaterally by the United States and whose purpose is none other than to asphyxiate the Cuban economy, limiting the commercial and financial possibilities of the Cuban government with the rest of the world. We recognize that Cuba has been a victim of terrorism since the beginning of the Revolution and at the same time, is a guarantor of peace, recognized worldwide.

 

4. We will work for the dissemination and use, in all possible spheres, of the verdict issued at the International Tribunal against the Blockade, held in November 2023 at the European Parliament in Brussels, knowing that it represents a valuable legal instrument for our common struggle.

 

5. We denounce the ruthless media war orchestrated by the mainstream media against the Cuban Revolution, evidenced in the manipulation of information, double standards, the demonization of its leaders, the silence on the social achievements and examples of internationalist solidarity that Cuba offers to the world and the censorship of the actions carried out by the movement of solidarity with Cuba.

 

6. We will strengthen our material solidarity through the financing and execution of solidarity cooperation projects, the realization of national and/or regional campaigns and the sending of donations to contribute to the socioeconomic and territorial development of Cuba.

 

7. We demand the end of the millionaire financing that year after year the U.S.A Congress approves for programs of political interference, internal subversion and destabilization actions in the Island.

 

8. We demand the immediate return to Cuba of the territory illegally occupied by the Guantanamo Naval Base, an enclave that the U.S.A government has been usurping for more than one hundred years against the willingness of the Cuban government and people. It has become a prison and torture center, where detainees are subjected to degrading and cruel treatment, in clear violation of International Humanitarian Law.

 

9. We claim the defense of the culture of peace as the foundation of civilization and make a firm call for the conflicts generated in Europe and other regions of the world, as well as the unsustainable situation in the Middle East to be overcome by peaceful means, diplomatic negotiations and the prevalence of international law and respect for the lives of all human beings. Ceasefire NOW!!!!

 

10. We urge the European Union to represent the true interests of the peoples of Europe in relation to Cuba and to dissociate itself from the interference policy of the U.S.A administrations against the island; as well as to eliminate the conditions that hinder the normalization of collaborative relations with Cuba, whose basis are contained in the Political Dialogue and Cooperation Agreement signed between the European Union and Cuba.

 

11. We reiterate the need to advance in the construction of the anti-imperialist unity of all political forces, social movements and organizations of friendship with Cuba in Europe, in coordination with the world solidarity movement, based on respect for the plurality and diversity that characterizes them.

 

12. We commit ourselves to a greater consolidation and coordination of solidarity actions among the different European organizations and with ICAP, as well as to incorporate the new generations and other political and social actors who can raise their voice for Cuba.
13. We reject the advance of the extreme right in Europe, facilitated by the implementation of authoritarian, reactionary, and patriarchal policies that have eliminated social rights and made life precarious for millions of people throughout the region.

 

14. We will remain faithful to the legacy of Martí, Fidel, Che and other heroes and we will disseminate their thinking and contributions to Cuban sovereignty and socialism.

 

15. We call for the XX European Meeting of Solidarity with Cuba, to be held in the year 2026 in Turkey, where once again we will trace new routes to continue our battle in defense of Cuba.

 

With the example of the Cuban Revolution, let us build a broad anti-imperialist unity to resist, create and overcome adversities, the only path that will make our dreams come true to achieve a better world, possible and necessary!

PLAN DE ACCION (Período 2025-2026)

 I             Ámbito político – legal:

 

1. Crear una estructura de coordinación del movimiento de solidaridad con Cuba a nivel europeo, que funcione de manera estable y articule entre las organizaciones el trabajo a acometer según las prioridades de cada etapa.

 

2. Organizar y promover actividades para la divulgación del veredicto del Tribunal Internacional contra el Bloqueo celebrado en noviembre de 2023 en el Parlamento Europeo, así como para la proyección del documental Culpables y el lanzamiento del libro Denuncia de un Crimen: Memorias del Tribunal Internacional contra el Bloqueo a Cuba. Proyectar nuevos pasos legales a partir de la experiencia emanada del Tribunal e incorporar a asociaciones de juristas, a otros gremios y especialistas afines a la denuncia del bloqueo para reforzar la lucha desde el punto de vista legal.

 

3. Aunar esfuerzos en campañas nacionales y regionales para exigir al gobierno de EE.UU. la exclusión de Cuba de la unilateral e infundada Lista de Estados que patrocinan el Terrorismo.

 

4. Reforzar el trabajo de influencia en el contexto del Parlamento Europeo, a partir de su nueva composición, enviando un mayor número de Peticiones a favor de Cuba, influyendo sobre los eurodiputados de diversos grupos políticos y acudiendo a sus oficinas con mensajes, documentos y acciones para que se pronuncien a favor de la isla y en defensa del Acuerdo de Diálogo Político y de Cooperación pactado entre Cuba y la Unión Europea.

 

5. Crear y actualizar permanentemente un Observatorio sobre la extraterritorialidad del bloqueo en Europa, donde queden registradas las acciones que se implementan en franca violación de las leyes y normativas nacionales aprobadas por los gobiernos para la protección de sus intereses y nacionales en todos los ámbitos (financiero, comerciales, económicos, culturales, deportivos, académicos.

 

6. Convocar a movilizaciones mundiales en contra del bloqueo en fechas significativas, como puede ser el 3 de febrero, día en que se oficializó el mismo por parte de la administración norteamericana de aquel entonces, así como alrededor de la presentación de la resolución cubana que exige su levantamiento en Naciones Unidas a fines de octubre.

 

7. Impulsar la participación activa de todas las asociaciones de solidaridad en la campaña europea #UnblockCuba como mecanismo de coordinación continental en la batalla contra el bloqueo, promover la aprobación de mociones en parlamentos nacionales y otras instancias gubernamentales a diferentes niveles en cada país y organizar manifestaciones públicas, concentraciones, vigilias, bicicletadas, caravanas de autos, etc, frente a las embajadas de EEUU en aquellos lugares donde sea posible, para dar mayor amplitud y visibilidad a la lucha.

 

8. Convocar actividades de solidaridad con Cuba junto a las asociaciones de la emigración patriótica cubana y otros colectivos aliados que permitan aumentar la base social activa de la solidaridad con Cuba, en especial los sindicatos de clase, los movimientos feministas, ecologistas, la juventud y las organizaciones pacifistas, entre otras.

 

9. Promover actividades en saludo al 65 aniversario de la creación del Instituto Cubano de Amistad con los Pueblos en el año 2025 y movilizar la participación de un mayor número de amigos en las brigadas internacionales de solidaridad que organiza el ICAP.

 

10. Organizar actividades para divulgar la vida, obra y legado del Comandante en Jefe Fidel Castro Ruz durante el año 2026 en ocasión del centenario de su nacimiento.

 

1. Ámbito de la cooperación solidaria

 

1. Se definen como ejes de trabajo prioritarios para el período venidero:

 

1. Avanzar en una estrategia de trabajo común para priorizar la concreción de proyectos vinculados a la soberanía alimentaria, mayor uso de fuentes de energía renovables, el fomento de iniciativas de desarrollo local, la mitigación de los efectos del cambio climático y la implementación de acciones y donaciones de apoyo al sistema de salud pública.

 

1. Fomentar los viajes a Cuba cómo una expresión de ayuda económica dando vida a la Campaña Europea “Visita Cuba” a través de las brigadas y grupos sociopolíticos que organiza el ICAP y su agencia de viajes Amistur.

 

1. Aprovechar las potencialidades de las organizaciones con experiencia en la ejecución de proyectos económicos para aunar esfuerzos en la concreción de nuevos y capacitar o instruir al resto de los colectivos con menos recursos y experiencias sobre como priorizar este tipo de ayuda en medio del complejo escenario que enfrenta Cuba en la actualidad.

 

Se establece como organizaciones referentes a nivel regional para encauzar proyectos a partir de las prioridades de Cuba:

 

• SODEPAZ (España): ámbito de energías renovables
• CubaCooperación Francia: Desarrollo local y sector hidráulico
• AICEC (Italia) Producción de alimentos y sustitución de importaciones
• Asociación de Amistad Euskadi Cuba (España): Gestión de fondos de la cooperación internacional

1. Apoyar a la carpeta de proyectos presentada por el ICAP encaminados a lograr mayor soberanía alimentaria y fomentar el cambio de matriz energética mediante la búsqueda de financiamiento para su ejecución.

 

2. Apoyar el trabajo de Medicuba Europa e incorporar más organizaciones, tanto para la búsqueda de financiamiento a través de proyectos de cooperación como para la compra de insumos, medicamentos y equipos para el sistema de Salud Pública cubano, en las campañas promovidas por dicha organización como, por ejemplo, Marcapasos para Cuba, entre otras.

 

3. Emprender campañas a nivel regional encaminados a la adquisición de fondos para productos alimenticios sensibles y de alta necesidad, comenzando por el envío de leche en polvo para los niños y personas vulnerables.

 

4. Trabajar de manera mancomunada con el ICAP y las instituciones pertinentes en la organización y envío de contenedores y otras cargas a Cuba, atendiendo a las necesidades del país y cumpliendo con los mecanismos establecidos para ello.

 

5. Continuar en la promoción y venta, según las posibilidades de cada organización, de productos cubanos de exportación, como formas de obtención de financiamiento para la posterior ejecución de donaciones y acciones de apoyo económico a la isla.

III.  Ámbito comunicacional:

 

1. Colaborar, con apoyo financiero, el envío de contenidos sobre Cuba y el trabajo de las organizaciones solidarias en cada país, así como en las traducciones a otros idiomas, con el proyecto Cubainformacion.tv, instrumento estratégico del movimiento de solidaridad en la batalla mediática, desmontaje de noticias falsas y defensa de la verdad de Cuba, en la medida de las posibilidades de cada organización.

 

2. Crear un observatorio de medios de comunicación que permita tener un conocimiento por anticipado de los temas de la agenda pública relacionados con Cuba, para poder atenderlos desde el ámbito de la comunicación de manera proactiva.

 

3. Crear una Red de Colaboración con el portal de la solidaridad “Siempre con Cuba”, designando al menos un miembro de cada organización de solidaridad para trabajar con los medios de comunicación digital y prensa tradicional, utilizando la herramienta Telegram como medio para la concertación y para trasladar las prioridades comunicacionales de cada momento.

 

4. Elaborar una lista de intelectuales y personalidades consideradas líderes de opinión en cada país, que puedan ser incorporados en acciones públicas, declaraciones, etc a favor de Cuba, (vinculados a la política, la ciencia, la cultura, el deporte, los medios de comunicación, los sindicatos, la sociedad civil, etc.)

 

5. Acompañar comunicacionalmente las acciones de respaldo a Cuba del movimiento de solidaridad en el marco de la campaña europea #UnblockCuba, con mayor énfasis en el periodo previo a la votación de la resolución cubana que exige el levantamiento del bloqueo en Naciones Unidas.

 

6. Movilizar todos las fuerzas y medios posibles, tradicionales y digitales, en función de multiplicar el acompañamiento político a Cuba en fechas señaladas, donde el accionar solidario cobra mayor activismo, como, por ejemplo, el 3 de febrero y el 10 de diciembre, entre otras.

 

7. Aprovechar las plataformas y redes de mayor interés para el público juvenil y otros sectores, como por ejemplo Tick Tock, etc., no explotadas suficientemente, para lograr una mayor salida comunicacional y creatividad a los temas de Cuba.

 

8. Multiplicar las experiencias y mensajes sobre Cuba de los integrantes de los grupos sociopolíticos y brigadas al regresar a sus países, dándole una mayor salida comunicacional a las vivencias experimentadas, de manera tal que se conviertan en un incentivo para otros públicos y se contribuya a una mejor imagen de Cuba en el exterior, frente a las manipulaciones y campañas mediáticas.

 

9. Generar nuevos contenidos sobre los efectos del bloqueo donde se apele a resortes emocionales y humanitarios para mostrar las afectaciones reales que dicha política ocasiona a las familias cubanas y la imposibilidad de concretar los proyectos de vida de cubanas y cubanos, incluido la posposición de planes personales y familiares, los daños a la salud, la alimentación, las necesidades básicas y la integralidad de las personas, entre otros aspectos de la vida cotidiana. Para ello se planificarán campañas específicas con diseño, fechas, formato y líneas de mensajes, etc.

PLAN DE ACCION español

 

ACTION PLAN (Period 2025-2026)

 

1. Political – legal area:

 

1. To create a coordination structure of the solidarity with Cuba movement at the European level, which functions in a stable manner and articulates among the organizations the work to be undertaken according to the priorities of each stage.

 

2. To organize and promote activities for the dissemination of the verdict of the International Tribunal against the Blockade held in November 2023 in the European Parliament, as well as for the screening of the documentary Culpables and the launching of the book Denuncia de un Crimen: Memorias del Tribunal Internacional contra el Bloqueo a Cuba. To plan new legal steps based on the experience emanating from the Tribunal and to incorporate associations of jurists, other guilds and specialists related to the denunciation of the blockade in order to reinforce the struggle from the legal point of view.

 

3. To join efforts in national and regional campaigns to demand that the U.S.A government remove Cuba from the unilateral and unfounded List of State Sponsors of Terrorism.

 

4. To strengthen the work of influence in the context of the European Parliament, starting with its new composition, sending a greater number of Petitions in favor of Cuba, influencing the MEPs of various political groups and approach to their offices with messages, documents and actions so that they pronounce themselves in favor of the island and in defense of the Political Dialogue and Cooperation Agreement signed between Cuba and the European Union.

 

5. To create and permanently update an Observatory on the extraterritorial effects of the blockade in Europe, where it is registered the actions implemented in clear violation of national laws and regulations approved by governments for the protection of their interests and nationals in all areas (financial, commercial, economic, cultural, sporting, academic) are recorded.

 

6. To call for worldwide mobilizations against the blockade on significant dates, such as February 3^rd, the day on which the blockade was made official by the USA administration at that time, as well as around the presentation of the Cuban resolution demanding its lifting at the United Nations at the end of October.

 

7. To promote the active participation of all solidarity associations in the European campaign #UnblockCuba as a mechanism of continental coordination in the battle against the blockade, to promote the approval of motions in national parliaments and other governmental bodies at different levels in each country and to organize public demonstrations, rallies, vigils, bike rallies, car caravans, etc, in front of the USA embassies in those places where it is possible, to give greater scope and visibility to the struggle.

 

8. To convene activities of solidarity with Cuba together with the associations of the Cuban patriotic emigration and other allied collectives that allow to increase the active social base of solidarity with Cuba, especially the class unions, feminist movements, ecologists, youth and peaceful organizations, among others.

 

9. To promote activities to celebrate the 65^th anniversary of the creation of the Cuban Institute of Friendship with the Peoples in the year 2025 and mobilize the participation of a greater number of friends in the international solidarity brigades organized by ICAP.

 

10. To organize activities to disseminate the life, work and legacy of Commander in Chief Fidel Castro Ruz during the year 2026 on the occasion of the centenary of his birth.

 

1. Area of solidarity cooperation

 

1. The following are defined as priority areas of work from now on:

 

1. To advance in a common work strategy to prioritize the realization of projects related to food sovereignty, greater use of renewable energy sources, the promotion of local development initiatives, the mitigation of the effects of climate change and the implementation of actions and donations to support the public health system.

 

1. To encourage travelling to Cuba as an expression of economic aid by giving life to the European Campaign “Visit Cuba” through the brigades and socio-political groups organized by ICAP and its travel agency Amistur.

 

1. To take advantage of the potential of organizations with experience in the implementation of economic projects to join efforts in the realization of new ones and to train or instruct the rest of the groups with less resources and experience on how to prioritize this type of aid in the midst of the complex scenario that Cuba is currently facing.

 

It is established as a reference organization at the regional level to conduit projects based on Cuba’s priorities:

 

– SODEPAZ (Spain): renewable energies.

– CubaCooperation France: Local development and water sector.

– AICEC (Italy) Food production and import substitution

– Asociación de Amistad Euskadi Cuba (Spain): Management of international cooperation funds.

 

1. To support the portfolio of projects presented by ICAP aimed at achieving greater food sovereignty and promoting a change in the energy matrix by seeking financing for their execution.

 

2. To support the work of Medicuba Europa and incorporate more organizations, both looking for financing through cooperation projects and for the purchase of supplies, medicines and equipment for the Cuban public health system, in the campaigns promoted by such an organization, such as, for example, Pacemakers for Cuba, among others.

 

3. To undertake campaigns at the regional level aimed at acquiring funds for sensitive and high-need food products, starting with the shipment of powdered milk for children and vulnerable people.

 

4. To work jointly with ICAP and the relevant institutions in the organization and shipment of containers and other cargo to Cuba, attending to the needs of the country and complying with the mechanisms established for this purpose.

 

5. To continue the promotion and sale, according to the possibilities of each organization, of Cuban products for exports, as a way to obtain financing for the subsequent execution of donations and economic support actions to the island.

 

III. Communication field:

 

1. To collaborate, with financial support, the sending of contents about Cuba and the work of the solidarity organizations in each country, as well as in translations into other languages, with the Cubainformacion.tv project, a strategic instrument of the solidarity movement in the media battle, dismantling of false news and defense of the truth about Cuba, to the extent of the possibilities of each organization.

 

2. To create a media observatory that will allow us to have advance knowledge of the issues on the public agenda related to Cuba, in order to be able to address them proactively from the field of communication.

 

3. To create a Collaboration Network with the solidarity portal “Siempre con Cuba”, designating at least one member of each solidarity organization to work with the digital media and traditional press, using the Telegram social network as a means for consultation and to transfer the communication priorities of each moment.

 

4. To draw up a list of intellectuals and personalities considered leaders of opinion in each country, who can be incorporated in public actions, statements, etc. in favor of Cuba, (linked to politics, science, culture, sports, media, trade unions, civil society, etc.)

 

5. To accompany communicatively the actions in support of Cuba of the solidarity movement within the framework of the European campaign #UnblockCuba, with greater emphasis in the period prior to the vote on the Cuban resolution demanding the lifting of the blockade in the United Nations.

 

6. To mobilize all possible forces and means, traditional and digital, in order to multiply the political support to Cuba on important dates, where solidarity actions become more active, such as, for example, February 3^rd and December 10^th, among others.

 

7. To take advantage of the platforms and networks of greater interest for the youth public and other sectors, such as Tick Tock, etc., which are not sufficiently exploited, to achieve a greater communicational and creative outlet for Cuba’s issues.

 

8. To multiply the experiences and messages about Cuba of the members of the socio-political groups and brigades upon their return to their countries, giving a greater communicative outlet to their experiences, so that they become an incentive for other audiences and contribute to a better image of Cuba abroad, in the face of manipulation and media campaigns.

 

9. To generate new contents on the effects of the blockade, appealing to emotional and humanitarian resources to show the real effects that this policy has on Cuban families and the impossibility of realizing the life projects of Cubans, including the postponement of personal and family plans, the damage to health, food, basic needs and the integrity of people, among other aspects of daily life. To this end, specific campaigns will be planned with design, dates, format, message lines, etc.
