Fourth International Colloquium “Patria”.
Twentieth Anniversary of Telesur. We are peoples weaving networks.
The Fourth International Colloquium “Patria”, to be held in the context of the 133rd anniversary of the newspaper founded by José Martí, from which it takes its name, and in celebration of the twentieth anniversary of teleSUR, will seek to explore how the dynamics of power are being transformed in an interconnected world in which, along with the unprecedented possibilities of social interaction and exchange, disinformation, hate speech and various forms of manipulation proliferate.
Despite the threats to human society posed by techno-politics at the service of the hegemonic power, digital territories also offer the possibility for concerting collective action and developing emancipatory strategies, thus fostering networks of hope and popular mobilization among well-informed, critical and active citizens.
This meeting, to be convened by the Union of Journalists of Cuba, will allow communicators, academics, politicians, activists and concerned citizens to reflect on the opportunities and challenges brought about by techno-politics, a field that recognizes the central role of technology in the configuration of contemporary political dynamics, from the points of view of both its emancipatory potential and its risks.
OBJECTIVES OF THE COLLOQUIUM
Vindicate the memory of political communication in the South: In the year that marks the twentieth anniversary of the creation of Telesur, the Colloquium “Patria” will draw on the memories of this political and communication project throughout its history in order to ponder on its present and future role.
Understand techno-politics: Explore the way in which contents and digital platforms influence social mobilization, political participation and the configuration of power.
Analyze successful stories of collective action: Discuss case studies and examples of experiences showing how communication practices and the use of digital tools can generate significant changes in political and social structures.
Identify risks and challenges: Discuss the threats posed by information and communication technologies in the hands of mega corporations and global algorithmic platforms that use them for mass surveillance, manipulation of public opinion and citizens’ control; and the urgency of generating regulatory actions in the face of hegemonic power.
Generate proposals for an ethical and emancipatory use of technology: Identify and promote strategies and regulatory frameworks that take advantage of the potential of technology for the common good, without compromising individual or collective rights and favoring the digital education of citizens.
STRUCTURE OF THE COLLOQUIUM
The Colloquium will be organized into three main areas of work:
- Conferences and thematic panels.
- Workshops on communication experiences of the peoples of the global South.
- Presentation on the technological innovations resorted to by the countries of the global South in relation to the sovereign use of artificial intelligence, Big Data, augmented reality and others.
During three days of work, Conferences and thematic panels will address the following topics:
Special panel: Twenty years of teleSUR. Memory, present and future of communication in the South.
Other panels:
- The role of technology in popular resistance and social emancipation. Explore the ways in which communities can use technology to resist and counter the advance of neoliberal and ultra-right policies, with examples of social movements that have leveraged digital platforms for the purpose of organization, activism and techno-art.
- Digital disinformation and manipulation: Strategies to counteract them. Address the techniques and technologies used to process macrodata, which would allow us to analyze symbolic disputes in the digital territory. Document strategies that would allow us to combat disinformation and hate speech in social networks, including verification algorithms and the importance of media literacy education.
- Cognitive warfare and instruments of social and political control. Analyze the ways in which governments and corporations use technologies to control and manipulate consensus in the countries of the global South. Proposals from the South to confront them.
- Alternatives to big platforms: Social networks and decentralized tools. Discuss the importance of developing and promoting alternative social networks and networked digital platforms that would allow for a safe interaction controlled by communities themselves. Advocate for “the technologies of the collective self” to transcend the individualism and loneliness in which digital neoliberalism plunges us into.
- Techno-politics and human rights in the digital age. Examine the impact of digital technologies on human rights, focusing on issues such as censorship by the big platforms; unequal access to information and threats to freedom of expression in digital environments controlled by transnational corporations.
- Critical digital education and media literacy. Propose programs and strategies to educate citizens in the ethical and critical use of technology, in order to foster the development of well-informed, responsible and active digital citizens.
- The role of techno-politics in the construction of narratives of hope. Analyze the ways in which social movements and independent media can use techno-politics to disseminate alternative narratives that would promote hope, solidarity, social cohesion and respect for the voice of the peoples.
- Artificial Intelligence and experiences of the use of AI in the global South. Discuss cases of development of AI systems produced in Latin American, African and Asian countries, highlighting how they can inspire techno-politics practices that respond to the needs and realities of local contexts.
- Digital sovereignty and autonomous technological development. Discuss the need for countries and peoples to develop their own technologies to avoid dependence on large corporations by promoting the use of free software, sovereign networks, regulatory frameworks and data policies that protect autonomy and collective interests.
- The possible future in an interconnected world. Reflect on the impact of technology on democratic processes, citizens’ participation and public deliberation and explore how an authentic democracy can be strengthened in the digital age through techno-politics and cooperative networks.
