60 Jahre US-Blockade gegen Kuba, 60 Jahre Verbrechen müssen gestoppt werden
Vor mittlerweile genau 60 Jahren verhängten die USA gegen das Nachbarland Kuba eine umfassende Wirtschafts-, Finanz- und Handelsblockade. Sie verletzt die Menschenrechte der 11 Mio. Kubaner:innen in eklatanter Weise, nunmehr seit Generationen.
Schon vor 1959 und danach hatte die US-Regierung alles unternommen, um den Sieg der kubanischen Revolution gegen die US-gestützte Diktatur des Offiziers Fulgencio Batista zu verhindern und zu zerstören. Dazu gehörten offensive Geheimaktionen und dann z.B. die Weigerung der USA die Einlagen Kubas in US-Banken in Höhe von 424 Mio. Dollar, die von Batistas Rädelsführern gestohlen worden waren, an die Republik Kuba zurückgegeben. 1961 brachen die USA die diplomatischen Beziehungen zu Kuba ab und heben die Zuckerquote für Kuba auf dem US-Markt auf.
Aber da alle diese Versuche, auch eine militärische Intervention (Schweinebucht) zur Unterwerfung des kubanischen Volkes und Zerstörung der Revolution erfolglos blieben, erklärte der damalige US-Präsident John F. Kennedy am 3. Februar 1962 die totale Blockade gegen den Nachbarstaat (Präsidentenerlass 3447). Sie trat am 7. Februar in Kraft. Und am 24. März 1962 verkündete das US-Finanzministerium das Verbot der Einfuhr für jedes Produkt, das ganz oder teilweise mit Produkten kubanischer Herkunft gefertigt wurde, auch wenn er in einem Drittland erzeugt wurde.
Die seit 60 Jahren bestehende US-Blockade gegen Kuba ist die längste und härteste in der Geschichte der Menschheit und hat bisher – konservativ geschätzt – Schäden in Kuba in Höhe von über 138 Milliarden US-Dollar bewirkt. Andere Schätzungen sprechen sogar von 1 Billion Dollar.
All dies wird von den Tätern (USA) verharmlosend als „Embargo“ bezeichnet, obwohl es Völker- und Menschenrechte in eklatanter Weise verletzt. Das kubanische Volk und die Regierung fordern seither das Ende dieser zerstörerischen Blockade, die die freie Entwicklung in brutaler Weise stört und behindert. Das Ende der Blockade wird seit Jahrzehnten von allen (außer drei) Regierungen weltweit gefordert (UN-Vollversammlung), von zahlreichen internationalen und nationalen, zivilgesellschaftlichen juristischen Gremien, Organisationen und Persönlichkeiten. Demgegenüber befahl Trump besonders brutale Verschärfungen, und Präsident Biden und Außenminister Blinken geben in perfider und heuchlerischer Weise vor, sie wollen mit den neuen zusätzlichen Sanktionen (!) gegen Kuba „das kubanische Volk in seinem Freiheitskampf unterstützen.“
Die US-Blockade verletzt darüber hinaus auch die Handels- und Menschenrechte von zahlreichen Drittstaaten sowie der EU und von Deutschland durch die sogenannten „exterritorialen Effekte“ bzw. „Sekundärsanktionen“. Damit verhängen die USA willkürliche und hohe Geldstrafen gegen Unternehmen, Banken, Organisationen und Bürger:innen, die in irgendeiner Weise Kontakt mit kubanischen Institutionen und Menschen haben. Unternehmen und Banken in der EU haben daher Angst, mit Kuba zu kooperieren bzw. dort zu investieren. Damit wird die ökonomische Entwicklung Kubas zusätzlich extrem beeinträchtigt, und es kommen sogar Personen zu Tode, weil z.B. bestimmte medizinische Geräte und Materialien nicht rechtzeitig gekauft werden können. Kubas Regierung spricht daher von „Genozid“ und fordert wo immer möglich ein Ende dieser unmenschlichen, brutalen Blockade.
Daher fordert das Netzwerk Cuba mit zahlreichen anderen Organisationen und Persönlichkeiten weltweit US-Präsident Joe Biden und seine Administration auf, die Blockade unverzüglich zu beenden. Und an die deutsche Regierung und die EU richten wir die Forderung, alles zu tun, um die US-Blockade zu stoppen und zu umgehen. Dazu muss die „Verordnung (EG) Nr. 2271/96 des Europäischen Rates vom 22. November 1996“ umgesetzt und die Welthandelsorganisation WTO aufgefordert werden, die US-Regierung wegen ihrer Verstöße gegen die internationalen Handelsgesetze und -grundsätze anzuklagen. Mit einem solchen Vorgehen würde die EU vielen anderen Ländern, Unternehmen und Organisationen ermöglichen, mit Kuba als ganz normalem Handelspartner zu kooperieren.

60 years of US blockade against Cuba, 60 years of crime
must be stopped
Exactly 60 years ago, the USA imposed a comprehensive economic, financial and trade blockade against the neighboring country Cuba. It has blatantly violated the human rights of the 11 million Cubans for generations.
Even before 1959 and after, the U.S. government had done everything possible to prevent and destroy the victory of the Cuban Revolution against the U.S.-backed dictatorship of officer Fulgencio Batista. This included offensive covert actions and then, for example, U.S. refusal to return to the Republic of Cuba Cuba’s deposits in U.S. banks of $424 million stolen by Batista’s ringleaders. In 1961, the U.S. severed diplomatic relations with Cuba and lifted the sugar quota for Cuba in the U.S. market.
But since all these attempts, including a military intervention (Bay of Pigs) to subjugate the Cuban people and destroy the revolution were unsuccessful, then U.S. President John F. Kennedy declared a total blockade against the neighboring state on February 3, 1962 (Presidential Decree 3447). It went into effect on February 7. And on March 24, 1962, the U.S. Treasury Department announced the ban on imports of any product made in whole or in part with products of Cuban origin, even if produced in a third country.
The U.S. blockade against Cuba, which has been in place for 60 years, is the longest and harshest in human history and has so far caused damages to Cuba – conservatively estimated – in excess of $138 billion. Other estimates even speak of $1 trillion.
All this is belittlingly called „embargo“ by the perpetrators (USA), although it blatantly violates international and human rights. Since then, the Cuban people and government have been demanding the end of this destructive blockade that brutally disrupts and impedes free development. The end of the blockade has been demanded for decades by all (except three) governments worldwide (UN General Assembly), by numerous international and national, civil society legal bodies, organizations and personalities. In contrast, Trump ordered particularly brutal tightening, and President Biden and Secretary of State Blinken perfidiously and hypocritically pretend that they want to „support the Cuban people in their struggle for freedom with the new additional sanctions (!) against Cuba.“
The U.S. blockade also violates the trade and human rights of numerous third countries as well as the EU and Germany through the so-called „extraterritorial effects“ or „secondary sanctions.“ With these, the U.S. imposes arbitrary and high fines on companies, banks, organizations and citizens who have any contact with Cuban institutions and people. Companies and banks in the EU are therefore afraid to cooperate with Cuba or to invest there. Thus, the economic development of Cuba is additionally extremely impaired, and even people die, because e.g. certain medical devices and materials cannot be bought in time. Cuba’s government therefore speaks of „genocide“ and demands wherever possible an end to this inhumane, brutal blockade.
Therefore, Network Cuba, along with numerous other organizations and personalities worldwide, calls on U.S. President Joe Biden and his administration to end the blockade immediately. And to the German government and the EU, we demand that they do everything possible to stop and circumvent the US blockade. This requires implementing „European Council Regulation (EC) No. 2271/96 of November 22, 1996“ and calling on the World Trade Organization (WTO) to bring charges against the U.S. government for its violations of international trade laws and principles. With such action, the EU would allow many other countries, companies and organizations to cooperate with Cuba as a normal trading partner.

Hay que poner fin a 60 años de bloqueo de EE.UU. contra Cuba,
60 años de crimen
Hace exactamente 60 años, Estados Unidos impuso un amplio bloqueo económico, financiero y comercial a su vecina Cuba. Ha violado descaradamente los derechos humanos de los 11 millones de cubanos durante generaciones.
Incluso antes de 1959 y después, el gobierno estadounidense había hecho todo lo posible para impedir y destruir la victoria de la revolución cubana contra la dictadura del oficial Fulgencio Batista, apoyada por Estados Unidos. Esto incluyó acciones ofensivas encubiertas y luego, por ejemplo, la negativa de Estados Unidos a devolver a la República de Cuba los depósitos de 424 millones de dólares robados por los cabecillas de Batista en bancos estadounidenses. En 1961, Estados Unidos rompió las relaciones diplomáticas con Cuba y levantó la cuota de azúcar para Cuba en el mercado estadounidense.
Pero como todos estos intentos, incluida una intervención militar (Bahía de Cochinos) para someter al pueblo cubano y destruir la revolución, resultaron infructuosos, el 3 de febrero de 1962 el entonces presidente de Estados Unidos, John F. Kennedy, declaró el bloqueo total contra el Estado vecino (Decreto Presidencial 3447). Entró en vigor el 7 de febrero. Y el 24 de marzo de 1962, el Departamento del Tesoro de Estados Unidos anunció la prohibición de importar cualquier producto elaborado total o parcialmente con productos de origen cubano, incluso si se producía en un tercer país.
El bloqueo de Estados Unidos contra Cuba, que lleva 60 años en vigor, es el más largo y duro de la historia de la humanidad y ha causado hasta ahora – según estimaciones conservadoras – daños en Cuba por valor de más de 138.000 millones de dólares estadounidenses. Otras estimaciones hablan incluso de 1 billón de dólares.
Todo esto es llamado trivialmente „embargo“ por los autores (EE.UU.), aunque viola descaradamente los derechos humanos e internacionales. Desde entonces, el pueblo y el gobierno cubanos exigen el fin de este destructivo bloqueo, que interrumpe y obstaculiza brutalmente el libre desarrollo. El fin del bloqueo ha sido exigido durante décadas por todos los gobiernos del mundo (excepto tres) (Asamblea General de la ONU), por numerosos organismos jurídicos, organizaciones y personalidades internacionales y nacionales de la sociedad civil. En cambio, Trump ordenó un endurecimiento especialmente brutal, y el presidente Biden y el secretario de Estado Blinken fingen pérfida e hipócritamente que quieren „apoyar al pueblo cubano en su lucha por la libertad con las nuevas sanciones adicionales (¡!) contra Cuba.“
El bloqueo estadounidense también viola el comercio y los derechos humanos de numerosos terceros países, así como de la UE y Alemania, a través de los llamados „efectos extraterritoriales“ o „sanciones secundarias“. Con ellas, Estados Unidos impone multas arbitrarias y cuantiosas a empresas, bancos, organizaciones y ciudadanos que tengan cualquier contacto con instituciones y personas cubanas. Por ello, las empresas y los bancos de la UE tienen miedo de cooperar con Cuba o de invertir en ella. Esto tiene un impacto extremadamente negativo en el desarrollo económico de Cuba, e incluso hay personas que mueren porque, por ejemplo, ciertos equipos y materiales médicos no pueden comprarse a tiempo. Por ello, el gobierno cubano habla de „genocidio“ y exige que se ponga fin a este bloqueo inhumano y brutal siempre que sea posible.
Por ello, la Red Cuba, junto con otras numerosas organizaciones y personalidades de todo el mundo, hace un llamamiento al presidente estadounidense Joe Biden y a su administración para que pongan fin al bloqueo de forma inmediata. Y al gobierno alemán y a la UE, les exigimos que hagan todo lo posible para detener y eludir el bloqueo estadounidense. Para ello, hay que aplicar el „Reglamento (CE) nº 2271/96 del Consejo Europeo, de 22 de noviembre de 1996“ y pedir a la Organización Mundial del Comercio (OMC) que acuse al gobierno estadounidense por sus violaciones de las leyes y principios del comercio internacional. Con esta medida, la UE permitiría a muchos otros países, empresas y organizaciones cooperar con Cuba como un socio comercial normal.
