José Manzaneda, Koordinator von Cubainformación: Als Barack Obama im Januar 2017 die „Wet foot, dry foot-Politik“ aufhob, die denjenigen automatisch Asyl gewährte, die von Kuba aus auf irgendeinem Weg, legal oder illegal, in die USA gelangten, sank die Zahl der Bootsflüchtlinge um mehr als 90 % (1).
Diese Zahl – von der internationalen Presse totgeschwiegen – zeigte, dass das Migrationsprivileg der Hauptanreiz für illegale Ausreisen aus Kuba war. (2).
Als Donald Trump ins Präsidentamt kam, führte er das automatische Asyl nicht wieder ein, was im Widerspruch zu seiner Anti-Einwanderungspolitik gestanden hätte. Aber er entwarf eine viel machiavellistischere Strategie gegen Kuba. Er schloss das Konsulat in Havanna und zwang die Kubanerinnen und Kubaner, sich in die US-Botschaften in Ländern wie Kolumbien oder Mexiko zu begeben, um dort ihre Visa-Anträge bearbeiten zu lassen (3). Dadurch sank die Zahl der Anträge auf ein Minimum, und die von früheren Regierungen mit Kuba unterzeichnete Verpflichtung, mindestens 20.000 Visa pro Jahr zu erteilen, blieb wertloses Papier (4) (5).
Die legale Auswanderung zu verhindern und gleichzeitig ein Paket von mehr als 200 neuen Wirtschaftssanktionen auf die Insel anzuwenden (6), beabsichtigte einen offensichtlichen kombinierten Effekt: eine neue Migrationskrise illegaler Ausreisen zu erzeugen, die es rechtfertigen würde, Kuba zu einer „Bedrohung der nationalen Sicherheit“ zu erklären und es zugleich als eine Nation darzustellen, die humanitärer Rettung bedarf (7).
Die brutalen Auswirkungen der Pandemie auf ein touristisches Land wie Kuba taten ihr Übriges. (8). Und die mit Washington verbündete Presse jubelt mit knallharten Schlagzeilen: „Immer mehr kubanische Bootsflüchtlinge. Steht eine weitere Krise wie in den 1990er Jahren bevor?“ (9), „Zwei Tote und 10 Vermisste beim Kentern eines Floßes mit kubanischen Einwanderern“. (10)…
„Eine 80%ige Zunahme der Zahl kubanischer Balseros, die versuchen, die USA zu erreichen“, so lesen wir in eben diesen Medien, die damals kein Wort über den 90%igen Rückgang dieser Zahl nach dem Ende der automatischen Asylpolitik verloren. (11).
Und lesen wir irgendeinen Hinweis auf die Wirtschaftsblockade, die Sanktionen oder die Aussetzung der Visumspflicht durch die USA? Nichts. Höchstens, dass die kubanische Regierung die konsularische Schließung „bedauert“ oder das Weiße Haus dafür „kritisiert“. (12). Der Schuldspruch steht von vorne herein fest. Für France 24 sind die Balseros „darauf aus, von der kommunistischen Insel zu entkommen“. (13). Für den Nuevo Herald tun sie dies aufgrund der „schlimmsten Krise seit drei Jahrzehnten, verursacht durch die Ineffizienz einer Wirtschaft sowjetischen Stils“, sowie aufgrund der „Zunahme der Repression“. (14).
Der Krieg gegen Kuba ist unerbittlich, grausam und vollzieht sich an allen Fronten. In den Medien werden die brutalen wirtschaftlichen und menschlichen Auswirkungen der längsten Belagerung eines Landes, die es je in der Geschichte der Menschheit gegeben hat, beharrlich verschwiegen.

Regresa la “Estrategia Balseros”
José Manzaneda, coordinador de Cubainformación.- Cuando, en enero de 2017, Barack Obama anuló la política de “pies secos, pies mojados”, que otorgaba el asilo automático a quienes, desde Cuba, llegaban, por cualquier vía, legal o ilegal, a EEUU, el número de balseros se redujo en más del 90 % (1).
Aquel dato –silenciado por la prensa internacional- demostró que el privilegio migratorio era el estímulo principal para las salidas ilegales desde Cuba (2).
Al llegar a la presidencia, Donald Trump no reinstauró el asilo automático, que habría sido contradictorio con su política anti-inmigración. Pero maquinó una estrategia contra Cuba mucho más maquiavélica. Cerró el Consulado en La Habana y obligó a cubanas y cubanos a desplazarse a las embajadas estadounidenses en países como Colombia o México, para tramitar sus peticiones de visa (3). Esto redujo al mínimo las solicitudes, y el compromiso firmado con Cuba, por los gobiernos anteriores, de otorgar, al menos, 20 mil visas anuales, quedó en papel mojado (4) (5).
Impedir la emigración legal y, a la vez, aplicar un paquete de más de 200 nuevas sanciones económicas a la Isla (6), buscaba un efecto combinado evidente: generar una nueva crisis migratoria de salidas ilegales, que justificaría declarar a Cuba una “amenaza a la Seguridad Nacional” y presentarla como nación necesitada de rescate humanitario (7).
El impacto brutal de la pandemia sobre un país turístico como Cuba ha hecho el resto (8). Y la prensa aliada de Washington lo celebra con titulares de impacto: “Cada vez hay más balseros cubanos. ¿Se aproxima otra crisis como la de los 90?” (9), “Dos muertos y 10 desaparecidos al volcar balsa con inmigrantes cubanos” (10)…
“Aumenta un 80% el número de balseros cubanos que intentan alcanzar EEUU”, leemos en medios que, en su día, no dijeron una palabra sobre la reducción de un 90 % de los balseros tras el fin de la política de asilo automático (11).
¿Y leemos alguna referencia al bloqueo económico, a las sanciones o a la suspensión de visas por parte de EEUU? Nada. A lo sumo, que el gobierno cubano “deplora el cierre consular” o “critica” por ello a la Casa Blanca (12). La sentencia de culpabilidad está escrita de antemano. Para France 24, los balseros “buscan escapar de la isla comunista” (13). Para el Nuevo Herald, lo hacen de la “peor crisis en tres décadas, provocada por la ineficiencia de una economía de corte soviético”, así como del “incremento de la represión” (14).
La guerra contra Cuba es implacable, cruel y en todos los frentes. En el mediático, persisten en ocultar el brutal impacto económico y humano del cerco más largo contra un país que haya existido en toda la historia de la humanidad.

When Barack Obama annulled the policy of „dry feet, wet feet“ in January 2017, which granted automatic asylum to those who, from Cuba, arrived by any means -legal or ilegal- to the United States, the number of boat people were reduced by more than 90% (1).
That data – silenced by the international press – showed that immigration privilege was the main stimulus for illegal departures from Cuba (2).
Upon becoming president, Donald Trump didn´t reinstate automatic asylum, which would have been inconsistent with his anti-immigration policy; but he devised a much more Machiavellian strategy against Cuba. He closed the Consulate in Havana and forced cubans to travel to the US embassies in countries such as Colombia or Mexico to process their visa requests (3). This reduced the requests to a minimum and the commitment signed with Cuba by the previous governments to grant at least 20 thousand visas per year, remained a dead letter (4) (5).
Preventing legal emigration and, at the same time, applying a package of more than 200 new economic sanctions to the Island (6), sought an evident combined effect: to generate a new migratory crisis of illegal departures, which would justify declaring Cuba a „threat to National Security” and present it as a nation in need of humanitarian rescue (7).
The brutal impact of the pandemic on a tourist country like Cuba has done the rest (8) and the allied press in Washington celebrates it with impressive headlines: “There are more and more Cuban boat people. Is another crisis like the one in the 90s approaching?“ (9), „Two dead and 10 missing people when raft capsized with Cuban immigrants“ (10)…
„The number of Cuban boat people trying to reach the United States increases by 80%“, we read in the media that did not say any word about the 90% reduction in boat people after the end of the automatic asylum policy (11).
Do we read any reference to the economic blockade, sanctions or the suspension of visas by the US? Nothing. At most we can read that the Cuban government „deplores the consular closure“ or „criticizes“ the White House for it (12). The guilty sentence is written in advance. For France 24, the boat people „seek to escape from the communist island“ (13). For the Nuevo Herald, they make it the “worst crisis in three decades, caused by the inefficiency of a Soviet-style economy”, as well as the “increase in repression” (14).
The war against Cuba is relentless, cruel and on all fronts. In the media, they persist in hiding the brutal economic and human impact of the longest siege against a country that has existed in the entire history of humanity.
