Die Farce der Debatte zu Kuba im Europäischen Parlament – La farsa del debate sobre Cuba en el Parlamento Europeo -The farce of the debate on Cuba in the European Parliament
Brüssel, 7. Juni 2021 – Das Europäische Parlament hat für Dienstag, den 8. Juni, eine künstliche Debatte über „die politische Situation und die Menschenrechte in Kuba“ gefordert. Wenn das Europäische Parlament beschließt, über Kuba zu diskutieren, müsste sich die Debatte zwangsläufig auf die massive, flagrante und systematische Verletzung der Menschenrechte der gesamten kubanischen Bevölkerung beziehen, die auf die völkermörderische, unmoralische und illegale Wirtschafts-, Handels- und Finanzblockade zurückzuführen ist, die die Regierung der Vereinigten Staaten von Amerika seit mehr als 60 Jahren gegen unser Land aufrechterhält.
Wir fragen uns, ob die Befürworter dieser Farce bereit wären, die Regierung der Vereinigten Staaten aufzufordern, diese Politik aufzuheben, die bis Ende März 2020 einen kumulierten Schaden für die kubanische Wirtschaft in Höhe von 144.413.400.000,- US-Dollar darstellt. Werden sie auch bereit sein, die europäischen natürlichen und juristischen Personen zu verteidigen, die von der zunehmenden Extraterritorialität der Blockade betroffen sind? Werden sie ihre amerikanischen Amtskollegen auffordern, das Helms-Burton-Gesetz aufzuheben? Werden sie die Aufhebung der 243 Maßnahmen fordern, die vom vorigen Präsidenten Donald Trump zur Anwendung gebracht wurden und die die derzeitige US-Regierung aufrecht hält?
Es ist beschämend, dass eine Gruppe von Abgeordneten darauf gedrängt hat, dieses Thema auf die Tagesordnung des Europa-Parlaments zu setzen. Die europäischen Wähler und die internationale Gemeinschaft im Allgemeinen würden von der europäischen Legislative Objektivität und Unparteilichkeit erwarten, statt Selektivität und Doppelmoral bei der Prüfung von Menschenrechtsfragen in einer so turbulenten Welt, in der jeden Tag Ereignisse eintreten, die das universelle Gewissen schockieren, über die das Europa-Parlament ein komplizenhaftes und unmoralisches Schweigen bewahrt hat und bewahrt.
Die Würde des Menschen wird verletzt, indem Themen wie Rassismus, Diskriminierung und die wachsende Fremdenfeindlichkeit in Europa vom Europäischen Parlament nicht gründlich diskutiert werden. Auch die rechtslastigen Ansätze bei der Beurteilung von Situationen in lateinamerikanischen und/oder nahöstlichen Ländern sind ausgesprochen beleidigend. Es ist grob unhöflich und unethisch, sich für die Kritik an Kuba zu entscheiden, ein Land, das das Recht auf Leben garantiert und das ein weltweites Beispiel für Solidarität und Zusammenarbeit in den Bereichen Gesundheit, Bildung und anderen kardinalen Bereichen der Menschenrechte ist.
Die politischen Beweggründe für diese antikubanische Show sind klar, angebahnt in erster Linie von spanischen Abgeordneten, die die Nostalgie für den Franquismus und die Berufung zum Putsch verbindet und die vergessen, dass Kuba seit 1898 keine Kolonie Spaniens mehr ist. Sie lassen außer Acht, dass sich das kubanische Volk am 1. Januar 1959 für immer befreit hat und in voller Ausübung seines Selbstbestimmungsrechtes in einem Referendum am 24. Februar 2019 mit 86,5 Prozent der Wählerstimmen eine neue Verfassung angenommen hat, in der als erstes Prinzip verankert ist, dass „Kuba ein sozialistischer Staat des Rechts und der sozialen Gerechtigkeit ist, demokratisch, unabhängig und souverän, organisiert mit allen und zum Wohle aller als einheitliche und unteilbare Republik, gegründet auf die Arbeit, die Würde, den Humanismus und die Ethik seiner Bürger, um Freiheit, Gleichheit, Gleichberechtigung, Solidarität, Wohlergehen und individuellen und kollektiven Wohlstand zu genießen“.
Die Besessenheit in Bezug auf Kuba hat eine Erklärung: Sie entspricht der Agenda derer, die vom Territorium den Vereinigten Staaten aus seit mehr als 60 Jahren versuchen, die kubanische Revolution zu stürzen. Sie können nicht zulassen, dass es ein Volk gibt, das sich ihren Plänen nicht beugt und sich einer eisernen Blockade widersetzt, die inmitten einer globalen Pandemie kriminell verstärkt wird.
Sie geben auch nicht zu, dass es dem kleinen karibischen Land trotz aller Schwierigkeiten gelungen ist, nicht nur einen, sondern fünf Impfstoffkandidaten zu produzieren, die in der Lage sind, die gesamte Bevölkerung bis Ende 2021 zu immunisieren und zur Impfung in anderen Entwicklungsländern beizutragen. Jene Kräfte, die diese unziemliche Debatte vorangetrieben haben, lassen diese enorme Leistung absichtlich außen vor.
Diese europäischen Abgeordneten sind entschlossen, das Beispiel Kuba auf jede erdenkliche Weise zum Schweigen zu bringen, zu verbergen und zu verzerren. Deshalb werden einige Mitglieder des Europäischen Parlaments in dieser neuen Show versuchen, eine Realität darzustellen, die Millionen von Kubanern unbekannt ist, die aber häufig die Schlagzeilen der großen globalen hegemonialen Presse beherrscht und die von der Presse in Miami und den sie unterstützenden söldnerischen Medien aufgegriffen wird.
Von der Kommission für internationale Beziehungen der Nationalversammlung der Parlaments Kubas wird angeprangert: „Wir sind nicht überrascht von solchen Aktionen, sie sind typisch für die Doppelmoral, die sie beseelt, für die Doppelmoral, die sie kennzeichnet“.
Dieses antikubanische Manöver zielt auch darauf ab, die bilateralen Beziehungen zwischen Kuba und der Europäischen Union zu behindern und die Umsetzung des Abkommens über politischen Dialog und Zusammenarbeit zwischen Kuba, der Europäischen Union und ihren Mitgliedsstaaten zu untergraben. Die Befürwoter dieser beklagenswerten Farce und dieses verabscheuungswürdigen politischen Manövers wissen ganz genau, dass das Abkommen in positiver Weise umgesetzt wird und dass es einen klaren politischen Willen beider Seiten gibt, durch das Abkommen weiterhin Brücken zwischen unseren Völkern und Regierungen zu bauen, trotz der bestehenden Differenzen und in voller Übereinstimmung mit den Grundlagen und Prinzipien, die im Abkommen gebilligt und vom Europäischen Parlament in seiner Zustimmungsentschließung vom 5. Juli 2017 verabschiedet wurden.
Mit solchen Aktionen erreichen die Befürworter dieser Show und diejenigen, die sie unterstützen, nur, dass das Image des so genannten europäischen Hauses der Demokratie noch mehr in Verruf gerät. Das kubanische Volk wird weiterhin frei, unabhängig und souverän über sein Schicksal entscheiden, ohne jede Art von Einmischung.

La farsa del debate sobre Cuba en el Parlamento Europeo

Bruselas, 7 de junio de 2021.- El martes 8 de junio el Parlamento Europeo ha convocado a un debate artificial sobre lo que han dado en llamar “la situación política y los derechos humanos en Cuba”. Si la Eurocámara decide discutir sobre Cuba, el debate necesariamente tendría que referirse a la violación masiva, flagrante y sistemática de los derechos humanos de toda la población cubana, a causa del genocida, inmoral e ilegal bloqueo económico, comercial y financiero que mantiene el Gobierno de los Estados Unidos hacia nuestro país desde hace más de 60 años.
Nos preguntamos si los promotores de esta farsa estarían dispuestos a exigir al gobierno de los Estados Unidos el levantamiento de esa política que, hasta el cierre marzo del 2020, representó daños acumulados a la economía cubana ascendentes a 144 mil 413.4 millones de dólares. ¿Es que están asimismo dispuestos a defender a las personas naturales y jurídicas europeas afectadas por la creciente extraterritorialidad del bloqueo? ¿Acaso pedirán a sus homólogos estadounidenses la derogación de la Ley Helms-Burton? ¿Será que reclamarán la eliminación de las 243 medidas aplicadas por el expresidente Donald Trump, y que la actual administración norteamericana mantiene vigentes?
Resulta vergonzoso que un grupo de eurodiputados haya promovido la inclusión de este tema como parte de la agenda de la Eurocámara. Los electores europeos y la comunidad internacional en general, esperarían del legislativo europeo objetividad e imparcialidad, en lugar de selectividad y dobles raseros al examinar cuestiones relativas a los derechos humanos en un mundo tan convulso, donde cada día ocurren hechos que conmocionan la conciencia universal, sobre los cuales el Parlamento Europeo ha mantenido y mantiene un silencio cómplice e inmoral.
Hiere la dignidad humana que temas como el racismo, la discriminación, y la creciente xenofobia presentes en Europa, no se discutan a fondo por la Eurocámara. También ofenden profundamente los enfoques parcializados por posiciones de derecha, cuando se valoran situaciones presentes en países de América Latina y/o del Medio Oriente. Es de una grosería y falta de ética extraordinarias que se escoja para criticar a Cuba, país que garantiza el Derecho a la vida y que constituye un ejemplo mundial de solidaridad y cooperación en materia de salud, educación y otros ámbitos cardinales de los derechos humanos.
Son claras las motivaciones políticas detrás de este show anticubano, promovido en primer lugar, por eurodiputados españoles que tienen en común la nostalgia del franquismo y la vocación golpista y que olvidan que Cuba dejó de ser colonia de España desde el año 1898. No tienen en cuenta que el pueblo cubano se liberó para siempre, el primero de enero de 1959, y en pleno ejercicio de su derecho a la autodeterminación adoptó, mediante referéndum efectuado el 24 de febrero de 2019, con el voto del 86.5 de los electores, una nueva Constitución en la que se consagra como primer principio que” Cuba es un Estado socialista de derecho y justicia social, democrático, independiente y soberano, organizado con todos y para el bien de todos como república unitaria e indivisible, fundada en el trabajo, la dignidad, el humanismo y la ética de sus ciudadanos para el disfrute de la libertad, la equidad, la igualdad, la solidaridad, el bienestar y la prosperidad individual y colectiva”.
Su obsesión con Cuba tiene una explicación: responde a la misma agenda de quienes, desde Estados Unidos, han intentado derrocar a la Revolución Cubana desde hace más de 60 años. No pueden permitir que exista un pueblo que no se doblega a sus designios y que resiste un férreo bloqueo, recrudecido de manera criminal en medio de una pandemia global.
Tampoco admiten que, a pesar de todas las dificultades, la pequeña nación caribeña haya sido capaz de producir no uno, sino cinco candidatos vacunales, con la capacidad productiva suficiente para inmunizar a toda su población antes de que culmine el 2021 y contribuir al proceso de vacunación en otros países en desarrollo. Esos que han promovido este indecoroso debate omitirán intencionalmente tremenda hazaña.
Estos eurodiputados se empeñan en silenciar, ocultar y tergiversar de todas las maneras posibles el ejemplo de Cuba. Por ello, en ese nuevo show, algunos miembros del Parlamento Europeo intentarán presentar una realidad desconocida para millones de cubanos; pero que con frecuencia acapara los titulares de la gran prensa hegemónica global y de la que se hace eco la prensa miamense y los medios mercenarios que la secundan.
Como refrendó en su denuncia la Comisión de Relaciones Internacionales de la Asamblea Nacional del Poder Popular: “No nos asombran tales acciones, son propias del doble rasero que les anima, de la doble moral que les caracteriza.”
Con esta maniobra anticubana se pretende, además, entorpecer las relaciones bilaterales entre Cuba y la Unión Europea y socavar la implementación del Acuerdo de Diálogo Político y de Cooperación entre Cuba, la Unión Europea y sus Estados miembros. Los promotores de esta lamentable farsa y deleznable maniobra política conocen perfectamente que el Acuerdo se implementa de una manera positiva y que existe una clara voluntad política de las Partes de continuar creando puentes entre nuestros pueblos y gobiernos a través del mismo, a pesar de las diferencias existentes, y en total apego a las bases y principios aprobadas en el Acuerdo y endosados por el Parlamento Europeo en su resolución de consentimiento del 5 de julio del 2017.
Con semejantes acciones los promotores de esta farsa, y los que la apoyan, lo único que conseguirán es desacreditar, aún más, la imagen de la llamada casa de la democracia europea. El pueblo cubano seguirá decidiendo su destino, sin injerencias de ningún tipo, de manera libre, independiente, y soberana.

The European Parliament has scheduled for Tuesday 8 June an artificial debate on what it is pleased to call “the political and human rights situation in Cuba” If this body indeed decides to discuss Cuba, the debate should clearly center on the massive, flagrant and systematic violation of the human rights of the entire Cuban population resulting from the genocidal, immoral and illegal economic, commercial and financial blockade maintained by Washington against our country for over 60 years.
We wonder whether the promoters of this farce would be willing to demand of the US government the cessation of a policy which, up to the end of March 2020, represented cumulative damages to the Cuban economy totaling US $144,413,400,000. Are they similarly willing to defend the European individuals and companies affected by the increasing territoriality of the blockade? Would they be prepared to request their American opposite numbers to repeal the Helms Burton Act? Are they going to demand the elimination of the 243 measures imposed by ex-president Donald Trump, which the present US administration has left in place?
It is shameful that a group of MEPs has promoted the inclusion of this topic on the European Parliament’s agenda. Europe’s electors and the international community would expect this body to be objective and impartial, rather than act with selectivity and double standards, when examining questions relating to human rights in a world so turbulent, where there are daily occurrences that touch the universal conscience and about which the European Parliament has maintained and maintains a complicit and immoral silence.
It is an affront to human dignity that issues such as racism, discrimination and the increasing xenophobia present in Europe are not debated in depth by the parliament. Also deeply offensive are the biased approaches by right-wing positions in the assessment of situations in Latin America and the Middle East. It is an extreme insult and breach of ethics to criticize Cuba, a country that guarantees the right to life and is an example to the world of solidarity and cooperation in matters of public health, education and other basic aspects of human rights.
The political motivation for this anti-Cuban charade is obvious; it is promoted primarily by Spanish MEPs who share nostalgia for Franco-ism and coups d’etat and forget that Cuba has not been a Spanish colony since 1898. They do not realize that the Cuban people liberated themselves for ever on 1 January 1959 and, in full exercise of their right to self-determination, voted in a referendum on 24 February 2019, with vote of 86.5% of the electors, for a new constitution whose first precept is that “Cuba is a socialist state of law and social justice, democratic, independent and sovereign, organized with all and for the benefit of all as a unitary and indivisible republic, founded on work, dignity, humanism and the ethics of its citizens, for the enjoyment of freedom, equity, equality, solidarity, wellbeing and individual and collective prosperity”.
Their obsession with Cuba has an explanation: it reflects the same agenda of those who, from the United States, have sought for more than 60 years to defeat the Cuban Revolution. They cannot accept the existence of a people which does not bend to their will and withstands a severe blockade, criminally intensified in the midst of a global pandemic.
Neither can they admit that, despite all the difficulties, a small Caribbean nation has been able to produce not one but five candidate vaccines, with enough production capacity to immunize the entire population by the end of this year and contribute to the vaccination process in other developing countries. Those who have promoted this inglorious debate are wilfully ignoring a tremendous achievement.
These MEPs set about silencing, concealing and misrepresenting the example of Cuba in every possible way. Accordingly, in this new charade, some of them will try to portray a reality unknown to millions of Cubans, but which is reflected in the headlines of the great, global hegemonic press, and echoed in the Miami press and the mercenary media that follow its lead.
As confirmed in the denunciation by the International Relations Commission of the National Assembly of the People’s Power: “These actions come as no surprise to us, they reflect the double standards, the discriminatory approach that is their hallmark”.
With this anti-Cuban maneuver they are seeking, moreover, to undermine Cuba-EU bilateral relations and scuttle implementation of the Political Dialogue and Cooperation Agreement between Cuba, the Union and its member states. The promoters of this regrettable farce and misguided political maneuver are well aware that the Agreement is being successfully implemented and that there is clear political will on both sides to continue building bridges between our peoples and governments by this means, despite the existing differences, and in complete compliance with the bases and principles approved under the Agreement and endorsed by the European Parliament in its consenting resolution of 5 July 2017.
All they achieve with such actions – the promoters of this farce and those who support them – is to tarnish even further the image of this “home of European democracy”. The Cuban people will continue to decide their own destiny, without interference of any kind, on a free, independent and sovereign basis.
